Admission in hand: student visa
The current official source names university admission as the student visa's requirement. A confirmation of application eases the review per the info sheet, but it does not decide the visa type.

Never on a tourist visa
The embassy's own info sheet is explicit: a tourist visa issued in Türkiye cannot be extended for study purposes by the foreigners office in Germany.

From admission to boarding: the order of work
Waiting times are from the missions' own pages. Let the queue run in parallel with your paperwork; the most expensive mistake is joining it late.
When the visa is granted
The entry visa is usually valid for six months. Before it expires you obtain a residence permit from the foreigners office in Germany, which asks for the full set of study documents again. [1]
For an applicant holding an admission the route is clear: student visa, portal application now, money proof while the queue runs. [5][2][9]
The longest item in the process is not the review of your file but the queue: 1 to 4 months for education visas depending on the mission, plus a months-long wait on portal registration itself. Translations and the blocked account fit comfortably inside that wait.
Re-check your mission's current info sheet and your own category's financing amount before you apply. The Federal Foreign Office states the amount is set per purpose and per mission; the figures can change.
Two visas, one difference: what you hold
The split runs through the admission letter. The student visa is for applicants holding an admission to a university or a Studienkolleg; the Federal Foreign Office's study FAQ names the university's admission as the requirement. The embassy's info sheet adds that a confirmation of a properly filed application eases the foreigners office's review, but that confirmation is an accelerator for the file, not what decides the visa class. The study-place-search visa (the info sheet calls it the prospective-student visa) asks for no admission at all: you show that you meet the requirements, and it gives you up to nine months in Germany to look into universities and complete your documents.
There is also a shortcut whose limit is drawn by the info sheet itself: the tourist visa. A tourist visa issued by the missions in Türkiye cannot be extended for study purposes by the foreigners office in Germany. If that is the plan, there is no plan. [1][7]
Proving the money: two different rates for two purposes
For the student visa, living costs are proven one of two ways: a blocked account opened in Germany, or an obligation letter obtained in Germany. Into the blocked account you deposit 11,904 euros, the amount tied to the federal student-support law, and at most one twelfth of it, 992 euros, can be withdrawn per month. The system's point is simple: the money has to actually carry you through a year.
On the obligation-letter route, someone living in Germany commits to covering at least 992 euros per month for the duration of your studies, certified at the foreigners office of their city; the letter must state that its purpose is a language course or study. The Federal Foreign Office's financing FAQ also accepts proof of parents' income and assets, scholarships from public funds, and an annually renewable bank guarantee at a bank in Germany.
The amount depends on the purpose and is not fixed. 11,904 euros and 992 euros monthly are the student visa's figures; for the study-place-search visa, mission pages require 1,091 euros net per month. The Federal Foreign Office's blocked-account page likewise states the figure is set per purpose of stay, via the competent mission or the application portal. Confirm your own category's current amount on the day you apply. [1][10][9][3][6]
The application channel changed: it is the portal now
The channel for this category changed recently: the missions' education page states that visa procedures for study and study-place search now run only through the Consular Services Portal. For other national visa categories iDATA remains the missions' only authorised provider; but for a student, the right door is the portal. The 'go to iDATA first' advice still circulating online no longer applies to this category.
The portal has been live worldwide since 1 January 2025, and the missions' own page says applying through it also carries a wait of several months. For education visas the wait is 1 to 4 months depending on the mission. The queue changed shape, not existence; starting early is worth exactly what it was worth before.
The cost side is short: the national visa fee is 75 euros. [2][4][5][11]
The visa is granted, the process is not over
The entry visa is usually issued for six months. Before it expires you go to the foreigners office in Germany for your residence permit, and the full file, your study application or admission included, is asked for again. No documents, no permit.
The residence permit also settles your right to work: per DAAD's current page, international students may work 140 full or 280 half days per year. The embassy's info sheet still prints the old 120/240 limit; the law has moved on, and 140/280 is the current figure. What the info sheet still gets right: social and health insurance contributions must be paid every semester. [1][12]
The visa is yours, the file is ours

- Passport valid for at least one year
- Application forms filled in German, in two copies, with three photos
- For the study-place-search visa: language-course registration or participation confirmation, and your parents' residence record

Can I enter on a tourist visa and convert it there?
No. The embassy's info sheet states explicitly that a tourist visa issued in Türkiye cannot be extended for study purposes by the foreigners office in Germany.
Do I apply through iDATA or the portal?
Study and study-place-search visas now run only through the Consular Services Portal. iDATA remains the intermediary for other national visa categories; for a student application the right address is the portal.
How much can I withdraw from the blocked account per month?
From the student visa's blocked account, at most one twelfth of the deposited 11,904 euros, which is 992 euros.
How long do the application and the visa take in total?
Two separate waits. The registration and appointment queue for education applications is 1 to 4 months depending on the mission. For the decision itself, the Federal Foreign Office's current FAQ gives no fixed number: student visa processing may take several weeks, in individual cases even months, because the file goes through the foreigners authority in Germany for approval.
